Were you never given the opportunity to do work crew to work off fees and fines???? I'm an intern at a county jail in WA and anyone who does time is charged for it. Even if you are on "supervised release" or probation you are charge dand always given the chance to work it off by doing offender work crew..... It sucks for some, BUT in a lot of states it is the law - its called offender accountability and involves 3 things rehabilitation, restitution, and reparation. Which means, you pay for your incarceration or treatment, you pay money to a victims fund, and you pay fines to the county and the court fees too. By the way some state jails are not "free." I worked in a state jail 2 years ago and they "earn" a small amount for every hour of service they do in jail whether it be working in the kitchen or cleaning the grounds. That money goes to phone calls home, fees, fines, and stuff like laundry services and using the gym and workshop...... They have to earn their keep, it's not a totally free ride anymore... Sorry got sidetracked - even if this happened when you were younger because it is court related you will probably have to pay. Check over your court papers and release papers etc and see if it accounted for fees for incarceration. Call the courts and find out what happened and why it went to a collector instead of you being billed....
