It's true that no lot attdendant was there, but there was also no visible place to put the money in and there was no sign even saying it was a paid lot. There are MANY free open public parking lots in this area.

Judge Mental just seems to think you should just pay anyone who's trying to shake you down for spare change; forget about principles. Perhaps he/she works for a CA? According to Judge Mental, any alleged debt for under $100 should just be paid without question, even fictitious ones, since it's going to cost a person more than that to try and fight it. If there are a lot of people who think like Judge Mental, then perhaps I should start a collection agency that only tries to collect debts under $100.

BTW, a bounced check is NOT the same as a parking ticket. A parking ticket, even a deserved one, is not an act of fraud. Obviously, Judge Mental believes that people are guilty until proven innocent.

I really don't care if my credit report is damaged anyways, since it is already fucked up beyond belief. Everything is going to fall off in 7 years anyways.

Some people responded with useful information to my original question, not just a flame, and I appreciate that.
