This one is relatively simple. Put the bonds in a TRUST FUND of some sort for their education. Trusts of that nature, with you as the custodian FOR your children cannot be touched by a BK attorney.

Are the bonds made out specifically for your children ?? If not, then the Trustee will see them as an asset of YOURs and can get face value for them. If you don't have enough in exemptions to cover something like this.. then talk to a financial counselor on how to set up a Trust or something similar.
