Personal service is not the only valid service in most states, though it usually is their 1st choice. With budget cuts all over, if your state allows service by certified or 1st class mail, they may not have the bucks to send a sheriff to serve you. In most states, service by publication in the newspaper is also valid, but its alos they're LAST choice.
