Wa this a personal, or a business debt?

If personal, it is a consumer debt which is covered under the FDCPA and an action can only be brought in the State where you signed for it, or where you now live.

If it is a business debt, it would depend on the contract.

You say it was a "promissory note" ?? Was this for a personal loan, a purchase, or was it, in fact a credit card?

If it was a credit card, the SOL in Ohio is 4 years also.
