NAF/Wolpoff

I have been going back and forth with these people and read all of the posts here about NAF/Wolpoff. Originally I got NAF to agree to my payment plan with Wolpoff, but wanted to reduce my payments due to taxes I now owe IRS/State Of Michigan and petitioned the arbitrator. Got an award letter in the mail for the full amount, but I quess I really don't know what this means legally-could anyone help?I have gone to court on other accounts and got the judge to assigne court ordered payments so that the creditor(citibank) would be forced to accept the payments that I could afford to send them but that was all done through the court in the county that I live-I don't understand this NAF business, the arbitrator assigned was in my state but not county and I have seen no county papers filed on this.
