Are CA's known to be liars?

i am in PA...the date of last activity on my charged-off card is nov. 1999. about 2 years ago i received a letter from a CA and i wrote back to them asking for validation. i heard nothing since then....until saturday, when i got letter from the same CA and i called them..and they told me back in may they filed a civil suit against me...and they sent me a certified letter and they got a signed receipt (i never received nor signed for any certified mail). i asked for a copy of that signed receipt and they refused. if they really filed a civil suit in may...wouldn't i have been served by now? and why would they refuse to let me see a copy of the signed receipt for the certified mail?
