How could a Collection Agency get a cell number?

I changed my cell number about two months ago. Looks like a CA just got it. I'm kind of curious how since it should be unlisted. The only thing I can think of is that I called using my cell phone to OPT OUT. Could this be how? My credit reports don't seem to how it, at least not the online version of the credit reports.
