JBC Second Letter?

I received a letter from JBC DATED 11/5/03 regarding alleged debt that dated 5/1994. I sent them on 11/14/03 Cease and Desist letter to stop all communication (sent by certified mail), and I field on line complaint with FTC.
Recently on 01/14/04 I received their second letter asking me to pay or face the court. Is this is a violation of the FDCPA? What shall I do in this case? Shall I send another letter to them or what? I live in FL.
Your advice is appreciated. Thanks
