Sorry to hear this news about your mother. Unless the cards are joint, the estate is responsible for final expenses. No estate, nobody gets paid.
Forget about paying cc's and a collection agency. Your mother needs to conserve her funds for health care. Hopefully, she'll consent to move in with you. Years ago, my wife and I got in that long distance situation with her mother and there is nothing easy about it. Good luck!
