Do you want to openly refuse to pay a SOL debt ?

I have a SOL debt that is 16 years old. Blightwing has bought it and continues to harass about This matter.I have sent the cease-comm letter.They have received it and put a different person attempting to collect the debt.They have been informed of the SOL status as well as the attempt to break communication.When they call they ask if this is a refusal to pay and I tell them yes,if this is not correct,what do you say when asked if this is a refusal to pay on a SOL debt ?
