No, sheriffs do not make appointments to serve summons’s. They get a name and an address and are paid to simply deliver the summons to the person at the address that is listed on the summons. This is not a criminal matter, so they are not devoting law enforcement resources looking for you. If you are not there to be served, they leave it with someone or staple it to the door and they go home. You’ve got a typical criminal collector impersonating a law enforcement officer calling your dad. You should call the sheriff’s department and inform them of this. Law enforcement officers do not take kindly to criminal collectors impersonating them. Have a tape recorder ready. Next call record. Immediately call the sheriff’s department and present the taped evidence. They will get the phone records and the sheriffs will be paying a visit to the collection agency.
