Questions about old debts

I have a lot of questions. Briefly, my credit is bad because I have not paid my bills. Some from credit cards I last paid in 1992. Until 2001, I worked but never made enough to cover the luxury of paying bills I had already made. I offer no excuses except that since that time, I have been responsible for the care of my 65 year old mother. In 1991, she was injured on the job by a patient and could not work. She did not qualify for disability and could not get SSI. The job had no workman's comp insurance and subsequently went out of business. (Pretty ironic as she was a nurse.) Anyway, lots of spilled milk later, I was fresh out of college, couldn't finish so I don't have the earning power of a degree, at a low-paying job. Responsible for household bills, mortgage and my own credit card bills and student loans. Credit cards were unpaid. Student loans left unpaid until wage garnishment. THEN, sister became disabled and responsible for a lot of her out-of-pocket medicines and supplies.

Now, I get letters from other credit card companies offering me new accounts with them in which they will report the old debts as paid in full and give me a $600 limit to cover the old bills which are alot more than $600. These bills have all been charged out. I can't afford credit repair. What type of recourse do I have in cleaning these old debts? My mother had a stroke in 2001 and I was fired after the stress of a full-time job and 2 sick people, one confined to bed, took their toll. I have been working a 15-hour week job for about six months just to get out of the house. My sister is in a nursing facility, a sibling had to move in to help out with my mom financially. The job gives me enough money to pay the phone bill and buy a movie ticket every once in a while -- literally. I don't even have a car. I ain't complaining but what I can do is soooo limited...any suggestions?
