Debt on Credit Report Twice

My husband credit report has a charge-off from JCPenney from 2001. The account is now is the hands of Sherman Acq. Both are listed separately on the credit report. How can the same debt be listed more than once with different dates? Is this legal??? What can we do??

Also, does anyone know the laws in Kentucky for freezing bank accounts. Does there have to be a judgement or can they freeze the account once a suit has been filed?
