Here's a Doozie - Your Thoughts???

Hi again! This is a real mind boggler in my opinion. Maybe one of you can help. Back in my partying days (1998):) My fiance and I got into some trouble & were put in jail. However the incident was totally not our fault & we were arrested for things that didn't even happen. We got bail bondsman(woman actually) & I kept in close touch with her for a long time. (She even sent X-Mas card to me). Anyway, she had talked to head cheese at police dept. and then told me to write a full letter explaining the incident to him. I did what she said & she later told me that all the records were gone...vanished for the whole ordeal. Well, I took her word & I guess she was not lying because 1st of all she posted our bail and 2nd of all I NEVER received anything from the city, not a ticket, not a court hearing notice, nothing! And I have only been at two addresses; my parents (where I lived then) and the address where I live now.
Now here's the doozie part. I just recently received a collection letter from an attorney's office, not even in the same city as where the incident happened, saying they are trying to collect a debt owed for the City of _______________ in the amount of $360. At the bottom of the letter it has the same garbage that normal CA letter's have "This is an attempt to collect a debt"...or what they say!
What do ya'll think? Like I said, I never received anything from the city and I don't have a warrant out because I just called & checked. This was from 1998! This makes no sense to me!!!
