The only thing I can add to what I have already posted, is that my analysis of the 4 year Ohio SOL is based on the fact that this statute is a "catchall" SOL for suing on anything regarding money or property. I will quote from one recent decision.

The appropriate statute of limitations for due process claims is not entirely settled. In James v. Upper Arlington, 228 F.3d 764, 769 (6th Cir. 2000), the Sixth Circuit held that

*either a 4-year limitation period (for recovery of personal property)*

or a 2-year period (for personal injury claims) applies to claims under state law in Ohio. S.V. v. Sherwood Sch. Dist., 254 F.3d 877 (9th Cir. 2001); Strawn v. Missouri State Bd. of Educ., 210 F.3d 954, 957-58 (8th Cir. 2000); Scokin v. Texas, 723 F.2d 432 (5th Cir. 1984); and Tokarcik v. Forest Hills Sch. Dist., 665 F.2d 443 (3rd Cir. 1981).
