Yes, they can. If the ONLY address they have is one where the debtor USED to live, the creditor will have them served at the last known address. Obviously, they don't have a current out-of-state address. They're too stupid to look at his credit or didn't do so, OR, they used an old address deliberately - and they DO do that - either way, if they don't have his new out-of-GA address, where else do you expect them to serve him/her ??
