If you are a California resident, and they are sending you collection letters to your California address, the California SOL applies. If your last payment was in Sept. 1999, the 4 year SOL for credit card (open-ended) accounts was over in Oct. 1999.Is this the same card you "stopped paying on in 2000"? If you go to my website, linked under *Newcomers* you will find a "SOL" letter to send to this CA.
