Process servers do not have to be licensed as far as I know.

They deliver court summons and get paid for it.

Im not aware of it being against the law to avoid them. As many people do, however save the card and check your statelaws. They may have violated the law claiming it a crime to avoid them.

Also its not against the law to avoid strangers and also a good idea to avoid them. Who knows anyone could claim to be a process server just to gain access to unsuspecting victims.
