Direct question about hard inquiries and SOL debts

Let me ask this point blank. Can hard inquiries be placed on your credit report by a collection acency that has bought a SOL debt ? I can understand this for a (current)debt,but one that is state expired and beyond reporting and lawsuits ? Some say no, but trans-goonioun let blightwing put one on mine.Is this legal and allowable ?Can it be removed ?The collector from bilghtwing,before the debt was sold,read my report to me over the phone.Is this legal ?
