Debt Elimination or Debt Negotiation???

Hello. I am in California and I have 3 credit cards that I can no longer keep on paying the minimum on. (1) Citibank = $6,000
(2) FNANB = $5,000
(3) Sears-Citibank = $15,000 Should I try Debt Negotiation and pay 30-40 cents on the dollar of the total debt plus the Company Fees of 15% of total debt ($3990) or should I try one of these programs online that offer Complete Debt Elimination without paying back any of the debt? Fact: Statistics show 90% of Citibank accounts are taken to court. That's what scares me. Advice please.
