Lying on credit card application to get credit cards

If someone lies about their income or place of employment to get credit cards and is later unable to pay off the debt what is the worse that can happen? A lot of times credit card companies send out applications and if an unemployed person leads the company to think they are still working at a previous employer and getting more income what are the civil or criminal charges if they can not later pay?
