Peeking Permissable Purpose

I had posted a message here a week or so! Can't find it! WOW.

How long can a creditor peek (hard inquiry) at your credit on an unpaid debt? which has past SOL?
More info:
Debt charged off in 12/1998 1/99, and they peeked twice last year. 11/03 & 12/03 as PP Collection...
Is this legal? Is there anything I can do?
