Can Discover charge back to merchants

I am 3 months behind on my Discover account. They are threatining to sue but also are saying that the will charge back to merchants. Basically, they are saying if I dont pay them they will charge back the amounts I used at merchants etc.....I have used this card to pay my utilities several times in the past. if they charge back....I'll have my utilities cut off. Can they do this?
