Ok I'm being a smart ass tonight. Look over me. You just answered your own question in your post about what can be done with them. "She said, I'm sorry, I cannot tell you anything because we are not licensed in your state." Send them a nice little ITS for attempting to illegally collect in your state and demand deletion of the tradeline from your reports.
