What is a mandate?

I live in Oregon and have been receiving very threatening calls for the last week stating that if I don't return their calls by Friday, the 3oth, that they
are going to enforce the mandate that they have against me and that I can call them to negotiate a settlement. I have checked with the courthouse and have one very judgement against me from 1993 but I don't believe that it is in anyway related to this.
They have never said the name of the company or pronounced their names so that I can understand what they're saying. Yesterday they left me a mandate number to refer to. I have nothing showing up on my credit report and any debt that I have is well past the SOL. Should I call them back? I'm not even sure where to send a SOL. Thanks.
