you would have to find a way to prove it in court, best to send the validate and limited c&d letter certified mail registered return receipt. and if they violate the law after that, then sue. but get together a paper trail and you would probably have to drag the family member to court as a witness. it wouldnt hurt to let the ca know that you know they violated the law, send letter right away.
