fleet collections threatening a lien

This CA is unbelieveable he is now harrassing my husband, telling him they will put a lien on our house. and when my husband asked for validation they hung up on him! I'm sending the cease and desist letter tomorrow is there any way I can get them to stop calling sooner. Also this debt was assigned to them-Phillips and Cohen( a collector to avoid on bud hibbs website site) Am I still liable to fleet as this was a charge off?
