A validation letter is pointless.
They have threatened legal action on a past SOL account.
Send them the SOL letter.(linked below)

DO NOT talk to them on the phone again. If they call, tell them that any future communication must be in writing. If they persist, say " excuse me, I am turnng on my tape recorder, the rest of this conversation is being recorded, please speak clearly and give me your name,and the name and address of your company".
