Whats the point of a judgement if they dont collect?

I see alot of posts from people saying they have a judgement and I know people who have this on their CR, but what I dont understand is what is the point of a CA going after you, getting the judgement and then doing nothing?.
Since they are not hounding you or further threatening you what are they waiting for?. The people I know who have judgements have some money in the bank and real property. So whats the deal?.
