I do not know form a Plaintiff's view why a Judgment would not be collected. I have a Judgment by GE Capital from 1995 that has no "collection" action. The Judgment is good for 10 years and collects 10% interest.

I know from trolling the Alameda County (CA) Superior Court sites, that debtors have had their bank accounts or wages levied. For everyone who filed a "Claim of Exemption," the Plaintiff (Capitol One, Citibank, Providian, etc.) has been able to convince the judge to deny that claim.
