But it got attached to yours. Some states don't require permits, NC does. Good on the NC Dept of Ins for growing a pair and actually enforcing collection laws. It's not that hard to get a permit in the first place, and the CA I sued that DIDN'T have one then, somehow got one later, must have had good lawyers.
