HIPAA violation?/debt validation

I had a hospital bill go to a CA. I disputed the amount because I didn't think I owed what they said I owed. The CA sent me, from their office, a print out with my insurance info including my policy number and social security number, my diagnosis and a listing of the tests I had. It was stamped: "This communication is from a debt collector. Any questions call ... This is an attempt to collect a debt...etc." The amount also was half of what they said I owed. This is not validation of the debt is it? Isn't this a privacy violation by the hospital by furnishing this CA with this info? I thought this had to come from the hospital who is the creditor. Thanks for any info.
