RCS Center Corporation..SCAM?

For the last few weeks I have been getting automated calls from
"Unavailable 201-210-3618" and a message saying "...it is very
important you call us..." in an Indian (India) voice. They are
calling 2-3 times a day and most of the time I answer there is
no one there and it disconnects. Tonight someone finally was there
and it was for an old AmEx bill. They gave me an address in San
Rafael, CA. I did a search for RCS Center Corp and found others
have been getting harrassing calls from these people too and they
are very evasive about letting you talk to their supervisor or
giving out there address. I also found a different address in
Brookfield, WI. I need the right address so I send a C&D and get
this stopped. Check out ripoffreport.com and see what a few people
are saying about them. If they are truly based in India, do C&Ds
even work?
