Have you guys dealt with ER Solutions before? Do they usually respond to debt validation requests?

Quick background, while in college I lived in an off campus apartment. Due to my age and lack of credit, the electic company would not let me open an account of my own, so my mom opened it up. All the bills and everything went to her house. When my mom and dad divorce, she vanished. The other day I receive a letter from ER saying I owe the electric company over $700. Apparently my mom had not payed the bill in a while. I also fear that she used my ss# and other info to open the account. So while I had idea what was going on, it seems that Im being screwed nonetheless. But I also lived in the apartment using the electricity.

My question is, am I going about this the right way (ie, debt validation letters)?

If I get the validation letter back, can I get out of the debt by showing that I did not live at the address the bill was sent to?

Still more, I never signed any contracts with the electric company, and b/c I never sent in a payment, I dont see how I am liable. Do you guys agree?

I am in Texas, last lived in the apartment 2 years ago.
