bouced check - rebounced with another number and amount

My son has an account that he uses when i am not around. He used it a tire plus for a flat tire in Dec. He miscalculated by a few dollars - the check bounced. We put the money back in the account in case the check came back through. It did on jan 7th. However jan 20th I get another bounce check charge for a check with a check number we haven't wrote. when checking with the bank it turns out that Certegy (tire Plus' check gaurd company) is trying two weeks later to get the 30 dollar bounce check fee which i would have paid only if i knew it was coming through. So now I have another 24.00 check fee to pay the bank and the bank says that Certegy can keep on rewriting the check and putting it throught til they get the money. My question and complaint is did they have the right to place the check through without letting me at least know ahead of time so that i could make sure the money was in the bank? How was I suppose to know to have 30.00 to cover the fee in the bank TWO weeks later? Especially when there was no written letter that that could happen only a sign at the Tire Plus saying that there was a 30.00 fee - but not that it would come out of the account 2 weeks later after the check was paid.
