I believe that on dial up access, you have different IP assigned each time. Cable, DSL, other broadband, you are assigned a static IP that is always the same. I had cox cable modem and somebody borrowed my IP address. Couldn't access internet when they were on, and they couldn't access when I was on, until Cox re-assigned me new IP. Plus you need a static IP address to host a server. DNS Entry for nameserver. For example: The IP address for the nameservers for this forum are 216.92.61.2, and 209.68.1.133, and is registered to %$#@*( on 1032 Irving street in San Francisco, CA . That wasn't all that hard.
