2nd mortgage on foreclosed property- CA contact-HELP!!!

I received a letter today 4 Feb 04 from a Collection Agency demanding $12K, the unpaid balance on a home improvement second mortgage for a home that was foreclosed on in between Sept 1999 and July 2000. Since the original mortgage was a VA loan, the credit report says that the original mortgage was paid off after the foreclosure happened. The second loan says it was charged off in December of 1999. What should I do? I don't recognize the names of any of the financial institutions involved, but the amount seems fairly accurate.
