my friend is being scammed

a friend of mine asked a friend of his to fix the breaks on his truck last summer. not only did the guy not do the work, but now he says he is owed 300 dollars for it. this guy has sent my friend a registered letter giving him 5 days to pay or its being turned over to a ca is it possible to do that? by the way the guy is self employed and has never payed taxes. in a way isnt this guy putting the screws to himself? any advice would be great thanks
