Please help on these Four questions???

1. Do CA lawyers in house or independent have to send 30 day letter before they sue like CA's have to send initial 30 day demand letter?

2. Can independent Lawyers and in house lawyers for CA's also be sued for collection violations?

3. I have CA's who have sent letters demanding payment in my name to my sister's and her family's address in another city--200 miles away (in fact my sister is now getting all sorts of letters---Not sure how they even got address-- my sister has only been in her place 1 year with different last name--I have lived in same place 12 years and never even lived in her city)THIS IS VERY EMBARRASSING to say the least..Also, CA's have called all times of the day and night,etc,etc-- Can I sue $1000 for each violation or is it a total of $1000??? Also, each violation is $1000 federal and $1000 state in my state so in essence each violation would be $2000 on the state and federal level???

4. Do I have to sue in Federal court in my county or state small claims court regarding violations??
