A CA can be used for individual debt as well as business. There's no reason a CA wouldn't pursue this for a commission.

A self-employed person does not need a tax number. A Federal Employer's tax ID is only necessary if he forms a corporation, or if he has employees working for him.

To operate a business under your own name(Joe Smith's Plumbing) does not require a county license in most areas. However, if Joe Smith operates a business under an assumed name (Quick Plumbing Co.) He is required to file for a DBA (Doing Business As) license with the county Clerk''s office.

If he works out of his home, there may be zoning issues, but generally, work done inside of a garage and not visible to the public is difficult for a zoning official to prove (and he may not have the motivation to pursue it - $$).
