Bankruptcy: re credit card debt and unemployed

I live in Texas, have been unemployed since
03/26/2003, still with no job in sight.

I have about $70,000 in credit card debt or
about 13 credit cards that I stopped paying
on when I lost my job almost 11 months ago.

I have received both state and federal
unemployment insurance income which ran out
in December, 2003.

I have about $1,000 to my name, own my car,
own my townhome and have no other assets that
creditors could obtain if they file suit.

I plan to probably file bankruptcy when I get
a job again(if ever). I tried to get a free
lawyer service where I pay only the $200 filing
fee, with the lawyers fees being free. I could
not even afford to part with $200 to do this.

Now, I got a call from Citicard's collection
agency saying that they are going to recommend
that Citicard file a 1099C form with the IRS
in about a month on me. What, if anything, can
I do about this before I file bankruptcy??

Also, can citibank take over my checking acct.
at Washington Mutual, (whom citicard bought out)
without legal action???
