question/can a CA offer a hardship prog?

i was told no by someone else but viking said they can and ask cap 1 to approve it and stop the interest and do a hardship program. . anyone know what is true? maybe they were simply fishing for assets? i just want the interest to stop. if only i had known this b4. yes i am dumb. on a 200$ limit i have paid 400 and owe 400 more. 800$ on a 200 limit is loan sharking. period.
