first off is the guy licenced?
I dont know about your state but here in michigan you must be certifyed and have a repair facility permit and any quote given must be in writing and if that quote goes over $20 in price of increase you must have verbal conversation followed up by written authorization, and to top it all off if the state finds that the guy is unlicensed and operating out of his own residence he can be fined and any part of the bill he collected he must give back or face jail.
