What it all boils down to is priority. Shelter, food, meds, etc. ALWAYS come first. Survival over everything else. The sad thing is that those who for whatever reason CANNOT afford to pay, are scared into paying by some CA, and then the family suffers when the gas is turned off. If you tell the truth, 99% of the time they think you're lying. Those who do buck up and pay are no better off in most cases than if they didn't pay at all.
