If they are the original creditor, no they are not bound by FDCPA. Are you listed on classmates? Are you listed in organizations and clubs in your home town? They have skip tracers who do use the internet to track public records and do criss cross associations. They have computer discs who keep track of patters. Many of your collection agencies find people through classmates, school alumni programs, calling old employers, claiming to be friends and then getting information that way.

Do a search of skip tracing and just check out the many informative sites on skip tracing and how they do it.
