If this lawyer is from CO and you live in a state thousands of miles away, then he is a letterhead lawyer. They rent out their stationary and names to collection agencies to give a bigger uummpph to the letters with no intention or ability to sue. The semi-legit ones would never threaten to sue using the attorney’s name; they just say this is attorney so and so’s office to give a bit of zip to their spiel. The scofflaws say they have the legal documents ready to go at the courthouse to scare you into paying. I’ve not read or heard anything about Floy Jeffares so he hasn’t been one of the most egregious examples listed yet. But it is not uncommon for lawyers to pick up a few extra bucks renting out their title.

There’s also thousands of new gold-diggers getting into the debt buying racket. They open up their packages like kids digging through a cracker jack box looking for the prize. If they find some poor schlump with non-exempt assets who acknowledges the debt, they’ll go out and sue. Not a bad return if they bought the account for 3 cents on the dollar, and they can find something to attach.
