It means that the claims that were made are not disputed by any factual evidence. Such as, disputing that it is the account of the person being sued, that the plaintiff has a right (standing) to file the claim, that the claim is filed within the SOL etc. etc.

Once an answer is given, disputing the "facts" then the hearing must determine if the plaintiff has indeed sufficient evidence to back up their claim.
