When you arrive at any college in the USA, you will be flooded with offers from companies wanting to give you credit cards. They'll want to have your address and phone number in the USA before they will give you a card. It is not so important whether you're a citizen or not. These companies will give almost anyone who is in college a card.

That's not to say it's essential, or even a good idea, to get one. Many posters on these boards got into a lot of trouble with these cards. It is not necessary to have a credit card to live and do business in the USA. The one exception may be renting a car; that is much easier with a credit card.

Also the "JCB" card, which I assume is from Japan, is accepted at a few places in the USA, particularly on the west coast. If you can get one of these before leaving Japan, that may be all that you need.
