Can SOL be renewed? did i screw up?

HI

In Nov. 2002 I chatted to to a collections agent about a debt that went delinquent in 92' and was charged off in 99'. I didn't know about the SOL and agreed over the phone to pay him half in Dec 2002. He sent me a written contract which i didn't send back. Instead I sent him a letter saying i wouldn't pay unless he could prove it was my debt. This month i got a letter from a Capitol One saying they bought the debt and want me to pay.

My question is, did i screw up the SOL by agreeing over the phone? Capitol one has also put the item back on my credit record even though i disputed it and won in dec. 2002. Can they do that? I contacted Bank of America and they are now reluctant to remove it again. Why would they not?
